行政命令无法解决交通阻塞问题

Since the even-odd driving system took effect in Beijing, the city's traffic has been much improved. Administrative orders have greatly helped facilitate smooth transport at the Beijing Olympic Games.

However, the new system is a short-term plan with government enforcement. People are wondering what the government will do next to ensure the smooth traffic.

The China Youth Daily published an article saying although the even odd system is working well, it actually has undermined a group of citizens' rights, which administrative orders should not always be imposed upon.

The article argues that in the short term, administrative orders are effective means in solving thorny issues. But in the long term, the government will have to pay more administrative and social resources to maintain the system running.

The article suggests that there should be less administrative orders like the even-odd system. If megacities like New York, Paris and Tokyo can develop better public transportation systems to encourage people to drive less, Beijing surely can, and should follow suit.
