有关政府部门起草法案,管制网络“人肉搜索”

   Nowadays, the use of search engines has become almost as common as e-mailing as a primary online activity. The evolution of search technologies has recently been accompanied by a series of conflicts among stakeholders such as search operators, Internet users and law makers.

Recently, a new phenomenon has been sweeping China: described as online vigilantes by some, these "netizens" have been using the Internet as "human flesh search engines" to find and punish people who publish material they consider inappropriate.

A commentary in the "Beijing News" says that relevant authorities have decided to draft laws to regulate "human flesh search engines" in order to protect people's privacy. Policy-makers face a number of challenges and policy debates have arisen concerning what forms these laws should take.

The paper points out that most people support legislation that restricts "human flesh search engines" believing it's become a way of venting anger and seeking revenge. However, some people don't think that "human flesh search engines" should be regulated, and they believe that the focus should be on encouraging Internet users to adopt a mature and responsible attitude towards their own online behavior.
